Connecting Families to their Stimulus Payments

To help families across the country during the Covid-19 pandemic, the US government disbursed a range of income-based stimulus payments, including the newly expanded Child Tax Credit (CTC). Since programs like the CTC operate within the tax system, low-income Americans whose income falls below the tax filing threshold–so-called “non-filers”– are often missing out on their claim to their stimulus payments. 

The People Lab (TPL) is partnering with the California Policy Lab (CPL), the California Department of Social Services (CDSS), and Code for America (CfA) to conduct and evaluate targeted outreach aimed at increasing take-up of economic impact payments among low-income Californians. 

As of November 12, 2021, at least $2.4 million in income-based stimulus payments have been disbursed that can be linked directly to this outreach effort. Around two-thirds of applications linked to this effort were accepted–higher than the overall average among all users of the simplified non-filer tool.
